In this situation both the fence and the hedge were beyond salvage. We were asked to carefully remove the hedge and replace it with native species including blackthorn.
We removed the hedge fencing, taking care not to leave any metal such as nails in the ground. We replaced the fence with a double fence. One for catle and the other rabbit proof. The new hedge was then planted using native species and each whip protected by a guard.
